Here is the update: After installing mdm, my phone crashed and had to be factory reset then I rebooted the neutron and magisk now the command worked to make it write but still getting this error ‘rm’ is not recognized as an internal or external command,
operable program or batch file.

Any ideas?

su

mount -o remount, rw /

rm -r /system/app/chromium/Chromium.apk

looks like you had the right path not sure what is wrong

Fixed the path - capital C in the Chromium folder

TCL has an annoying feature that prevents you from modifying the system called write_protect.

To turn it off, run this command su -c /vendor/bin/write_protect 0.
