With all due respect: why is better to contact someone off the forum than on the forum? Is it a hosting issue?
Imo this a good feature for someone that’s a lower trust level and wants to contact someone privately, but it shouldn’t take away PMs from TL3 and above.

Write a clear warning and make them check a terms and conditions box and make them need to scroll a little
