Also do you recommend me getting the 25 dollar plan to use for hotspot if they claim the hotspot is slower then the better plan?
You have to use Verizon directly
I have the E4811 that I also use on Visible. I used ButtonMapper to gain access to the System Settings (not otherwise accessible) and was able to bypass the stock Mobile Hotspot menu and activate the hotspot directly from the System Settings app. I also used Univeral Android Debloater and disabled or deleted most of the Verizon bloatware. I’m not entirely sure which solved the problem your experiencing, but now my Hotspot works fine.
I followed this video to get ButtonMapper setup and uncover the hidden settings.

The most recent version of ButtonMapper insists on login with Google Play. You have to use an older version. I’m not sure how much older.
I didn’t try activating the Hotspot from System Settings, but he briefly mentions PDAnet+ which did seem to work for me.
No longer using that phone anymore and I never found a solution.
If the phone’s rooted, there’s a Magisk module that can bypass subscription checks (even if you’re not subscribed to mobile hotspot, not that I’d recommend that…)
I recall, many moons ago, of being able to skip a subscription check entirely by starting mobile hotspot with the SIM out, and then putting it in afterwards. But I think most modern phones will refuse to start the hotspot if there’s no SIM.
