all phones support mms groups (up to 20 people max) but not all service plans allow it

Not really, it has to do with the messaging app majority of the time

For example, KaiOS phones have issues with group messages, and before 3.0, it didn’t exist at all

There are even some Android phones that come with a messaging app that doesn’t work with groups

Only time the service is the issue is if you have MMS issues

Whats Ipv4 and Ipv6 when it comes to wifi and dns?

Ipv4 is the older format for IP addresses. Unique numbers were running out so Ipv6 was introduced to increase the amount of possible addresses
